Drive time is not charged on this service. Distance sets the fare, so sitting in traffic on Central costs you nothing extra.
Part of a step counts as a whole step: a 14-mile trip bills the same as an 18-mile one, because both are one step past the 13 miles the base covers.
Tolls, airport fees and gratuity are separate from the quoted fare.
